As others have dealt with the irresponsible behaviour, a solution could be to get a 'three' contract from only £15 a month and msn messenger is completely free to use and data packs for the internet are only £2.50 for 10mb or £5 a month unlimited per month.0

There are plenty of affordable plans that have been mentioned, but I would make it very clear that he is not to use his phone for such activity as it is expensive. Block the application and monitor his spending further.0

Teach him the benefits of being a moneysavingexpert and look around together at cheaper options to achieve the same aim. If he's got time to go on his contract, then work with him to decide how cost effective changing now, as opposed to later, will be.
I know from my own experiences how hard it is to teach young people the value of money these days, but his EMA should be for lunch and busfare, NOT msn'ing your mates! I think I might be inclined to let him walk for a few days whilst it is still light. Also, buying lunch is never cost-effective!

You are going to have to be cruel to be kind.
Give him a packed lunch an a bus pass, if he wants any cash then he'd better find a job. He will never realise that money does not grow on treees, and keep coming to you to sub him out for years to come.
Talk to the mobile phone companies and get him a PAYG phone limited to your number only so he can call home if he needs to, and learn how to manage without he rest.
