My rent has gone up about £5 a week and yes I did rent before april 2016.

If you rent before april 2016: they are advising you that included within that amount for the rent (which has gone up £5) is 29p for grass cutting.

If you rent after april 2016: they are advising that in addition to the amount for the rent (which has gone up £5) there will now also be an extra 29p to pay for grass cutting.

    Probably not.

Depending on the size of the area grass cutting can be expensive. In areas of our village volunteers help, but some areas are also paid for by raising money from donations by the villagers. It can cost £1000s.

If one large area costs £100 to mow and it is mowed just 25 times a year this adds up to £2,500 a year.

That doesn't automatically mean that the HA will be making a profit from the payments.
The company they employ to cut the grass may well be charging a set amount per year and not an amount each time the grass is cut.
If this is the case, the HA may simply have worked out the annual cost per tenant and divided it up into weekly payments.
They use their own staff to cut the grass.

Where I live the council tax money I pay some of it goes towards grass cutting on council land.

We also pay a service charge for grounds maintenance.
Also on our service charge we have to pay for electricity for communal areas.
The flats on our estate are charged separately as they use more electricity due to communal halls.
We also get charged for bulk rubbish clearance..clearing fly tipped stuff.
Can recall off the top of my head what else is on there, but there is also a management charge like yours.

Privately owned houses still payte service charge despite being privately owned as they use the communal areas too.

Presumably the Council land is different from the HA land, hence two charges for grass cutting.

My old mum had this problem though 50p a week then was a lot out of their pension. Association then would not cut the grass for a month or two, great says us, we then cut the patch outside of Mums flat leaving the rest to look like a hay field. They soon came and cut the rest without the charge.

The thing that makes me mad is I'm paying a certain amount to keep the patch of land tidy but my neighbour doesn't have to due to them owning their own home so they don't care if they took their dog on the patch of land and let it do it's business.
Do you know the home owner isn't paying a service charge for grass cutting or are you assuming this.
If the dog is fouling a public space and its not being cleaned up the HA or council may take action.

I don't know what you pay for if you buy your house but the HA have said on their facebook page people who have bought their houses are no longer tenants which means they don't pay rent so we cannot charge them for the cutting of the grass
