Neighbour asking for half fence costs

There is no should or shouldn't. If you want a new fence up then contribute to the cost, if you don't then don't. As already said they don't need to put up a fence at all.0
-
If either of you own a dog, that puts a different complexion on things because a dog owner has an obligation to secure their garden which ordinarily means a proper fence rather than posts and string.0

How long have you lived at the house? Do you still have a copy of the TA6, if so what does it state in Section 1?
"1.1 Looking towards the property from the road, who owns or accepts responsibility to maintain or repair the boundary features".
(a) On the left? Seller/Neighbour/Shared/Not known
(a) On the right? Seller/Neighbour/Shared/Not known
(a) At the rear? Seller/Neighbour/Shared/Not known
(a) At the front? Seller/Neighbour/Shared/Not known
If your concern is the neighbours are lying, tell them so, or at least tell them what it says on the TA6 if it contradicts what they say and ask them to provide evidence that it was jointly maintained.
Generally I do whatever it takes to get on well with my neighbours, you may have a different view.0 -

None of that will state who owns the fence.0 -
I was wondering if you had the TA6 to hand to check it out re boundaries.
Having said that - the fact the neighbour had lied to me would mean I would refuse to pay anything toward the fence anyway. But I was brought up to ensure that other people that lied to me soon learnt that didnt pay and hence I'd refuse on principle because of that.0 -

And what is a fence if not a boundary feature? And which part of "Who owns or accepts responsibility for boundary features" is unclear?
If the TA6 and the previous owner said the fence belonged to the neighbours and they never shared any costs, then it seems reasonably clear that it is the neighbours who own the fence and any responsibility for maintaining it. Notwithstanding my previous comment about doing whatever is best for good neighbourly relations.0 -

The TA6 does not say who owns the fence.0 -

The TA6 asks who OWNS or accepts responsibility for the BOUNDARY FEATURES. What is a fence if not a boundary feature?
Perhaps you could be a little more constructive and a little less pedantic and unhelpful with your replies?0 -

The fence is owned by whoever pays for it whether or not they are required to maintain a boundary.0 -
