Letter for parking, is this an LBCCC?

Hi,
I have read much on this forum about parking tickets and am currently battling a set of them from hospital. I work at the hospital and pay each month for permit, however when I started I did not have the permit given to me immediately and in the first few days I got two tickets.
Long story short, I have ignored 2-3 letters (ZZPS debt collectors and Civil enforcement Ltd) but now have a new letter from Wright Hassall solicitors. I am not sure if it is a LBCCC or not. It states;
"We have been instructed by ZZPS limited in connection with the recovery of the debt, which has occured following failure to repay the Parking Charge Notice and we require you to make a payment in full within the next 14 days. Failure to make payment in full or contact us to discuss repayment may result in us recommending to our client that we pass on this matter to our Litigation department. This may mean CCJ etc etc. "
Full detail of my PCN number, vehicle reg, location of fine, date and ourstanding balance is above this. Can anyone help? I know from my reading of this forum that if it is a LBCCC then I must reply.

As per these threads, that is only a debt collector letter from ZZPS in fact, so ignore it:

Come back of CEL themselves send a LBCCC or a court claim. We've never lost one v CEL.
You should have appealed and killed it at POPLA, as registered keeper. Very easy to beat at appeal, dead simple, as CEL use PCNs that mean they can't hold a keeper liable. Hence at NO POINT say who was driving! Be 'the keeper' throughout and ignore this stage of debt drivel.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

this is the first letter from a Solicitor so I was worried it was a LBCCC (and I know I must respond to that)
Any tips on distinguishing an LBCCC from just a threat from solicitors?0 -
And I was not aware of POPLA, but am now and will bear this in mind for future!0

its not from a solicitor , its from a DCA on notepaper with a solicitor letterhead
you can check your letters against previous examples posted on here and on the BMPA zendesk
I would think the links you were given advised on this to those other people
they do not make it easy, its deliberate subterfuge , smoke and mirrors , deception if you will
look for official letters and compare them , WH will state that their client is the PPC for example, not a debt collector
check addresses and phone numbers , check which website they want you to go to, which company they want you to pay
WH would act for the PPC and collect money for a PPC , not a DCA0 -

I mean to say I have only been reading this forum since 3 hours ago, never been on it before, so no awareness of POPLA until tonight when reading the sticky thread, which is too late in my situation (^^I am told?)
