Hi,
I received a ticket from over 2 years ago for parking in a service station for more than 3 hours. I had a genuine reason for it - I was ill and passed out.
I appealed to parking eye and popla - both were rejected. But it took about 2 years because it was pending a supreme court case. I just got a letter through to say my appeal was rejected last week.
I really don't want to pay up, but I'm scheduled to move the US in 2 weeks time, so I won't be around to attend a court hearing and I'm afraid that, because the letters are addressed to my folks address, they will set court dates which I can't attend and potentially send bailiffs around.
How do you think I should approach this?

the decline letter WHERE did it come from?

The decline letter came from Parking Eye. The plan is to stay in the US for a few years.0

can your "folks" be trusted to send you email with scans (piccis) of any paperwork?
let them bring it on , upon recept of court papers simply write back to the court with your new address (and possible proof) , PE will have to drop it
they "could" use a trace every "x" mths to see if you re appear in the UK then re issue papers , there is a cuttoff of 6 yrs from incident , so that makes it they only have 4 more yrs ,0 -

Great! Untouchable then, email PE your new address and tell them you are moving permanently to the US and if they should serve a court claim it must go to:
(USA address)
and you will move for an immediate strike-out, because your domiciled address is out of jurisdiction for the English court.
But the decline of POPLA appeal result CANNOT have come from ParkingEye. This makes no sense. Show us that letter please.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

PE will have to give you 28 bdays to pay up after the decline , plus the time needed to send a letter before action and more time , then issue papers , well in excess of the 2 more weeks you are in the UK , so you can honestly say "sod off"
CM , I thought all the WH cases had been sorted by now , somehow I do not trust PE here , is there someone that the OP can contact? , the new POPLa have no notes of the old popla cases , will WH communicate?0 -

The letter was written with a date of the 20th January, but I only received it last week. They've said that I've got 14 days to respond, before court proceedings will be issued, so it looks I've already missed the 14 days.
In regards to some of the other suggestions, at this point I don't have a US address to forward them yet. Also, I'm not able to guarantee that I will be out of the country for more than 4 years - plus, I will almost certainly return to see family in that time.0 -
In regards to my folks, they're the sort that would rather I just pay the fine and would probably pay it for me or just get angry at me for having threatening letters sent to their house.
It's the principle of the matter for me. I don't want to give them money for what I feel is unfair and unethical.0 -
It doesn't matter, you won't be banned from the country you know! Just show us the letter because that sounds like a Letter before County Court Claim, not a POPLA decision.

You can email PE using the above email with the PCN number in the subject line and ask for a copy of the POPLA decision. Forget the fact 14 days has passed, send that email tomorrow.
That will buy some time, then when they reply, give your USA address to and tell them to do one (we really mean it). You will NOT be paying this and will be untouchable if you can head them off at the pass with emails to stop a claim being filed just yet.
