Has he, at any time over the years, made a formal complaint to the bank? And if so, did he refer their final response to the financial ombudsman?

Do dormant accounts not stop being reported to CRAs?
If it's not reported, can a notice of disassociation do the job?

He made a complaint about a month before, then the bank said, it's possible to close the account. Today got answer, that still need the 2 signature...

    What is CRA?
I thought for the disassociation need to close the account first...

If it's not reported, why does it have to be closed first?

Usually they don't ask whether they should.
Typically it's "what joint account is the best", "why I/we was/were rejected" etc.
  • We had the opposite problem to this, with a joint Tesco savings account that we opened to save for our wedding. When we married we made enquiries to have my now wife's name changed to reflect married status. The rigmarole that they were expecting us to go through to have the name changed was too much, for a basic savings account, so I emptied it and we opened another one elsewhere. Then ignored it. Took a couple of years but finally got a letter from Tesco asking if we would like to close the account due to inactivity (or similar).

"Before you can disassociate yourself from former financial associates, you must ensure any joint accounts have been closed and transferred to a single name."

So in this case the notice of disassociation doesn't work....
