HMGs current attitude is to discourage driver awareness courses whether they are speed, traffic light or mobile phone related, as they think that punishing people is better then trying to educate first time offenders.
2 of those 3 offences require the driver to intentionally break the law (there is no excuse for using a mobile while driving and you should know from driving lessons and the highway code not to jump red lights and that amber means stop unless it would cause an accident). Speeding is usually intentional as well though I have sympathy for people caught in a new area if they don't know what to look for (e.g. I don't recall during my lessons that if it's say a 40mph road there would be 30mph limit signs on side roads and if there aren't, it's going to be 30 or to look for closely spaced street lights).
Talking about educating drivers is fine but really speeding and red lights are things you are taught when learning.
What learning do you need to a mobile phone? It's illegal, don't do it.Sam Vimes' Boots Theory of Socioeconomic Unfairness:
