Just send the form back within the 28 days, and hopefully you will get a course.

I sympathise though, round here the limits go up & down like yo-yos, and seem to be lower each time you drive on a road.
It is almost as if they are trying to catch you unawares, as if you know the limit has been 50 for the past 30 years, you don't see the signs.

Funny how they can have "New Road Layout" signs up for years, but "New Speed Limit" might only last a couple of weeks..........

Depends where you are. Birmingham changed the Bristol Road / A38 that passes through the centre 30mph in 2010 and the red "new speed limit in force" signs are still up along with the 30mph signs as you come off the Aston Expressway - they even added one of the flashing 30/Slow down matrix signs up in the last couple of years as people still do 40

Sam Vimes' Boots Theory of Socioeconomic Unfairness:

People are rich because they spend less money. A poor man buys $10 boots that last a season or two before he's walking in wet shoes and has to buy another pair. A rich man buys $50 boots that are made better and give him 10 years of dry feet. The poor man has spent $100 over those 10 years and still has wet feet.

HMGs current attitude is to discourage driver awareness courses whether they are speed, traffic light or mobile phone related, as they think that punishing people is better then trying to educate first time offenders.

Or more likely....they get no revenue from courses but get all the revenue from fixed penalties and court fines.

Just like a yo-yo, at least the way it used to work for me as a kid!

They still worked like that for me recently when playing with one of my nephew's yo-yos.

Sorry. I meant if you drive along a road, the limits go up and down every couple of hundred yards. (Like a yo-yo)

Limits above 20mph seem to reduce spontaneously by 10mph, and the size and number of speedhumps that keep springing up.....

If they spent half as much on fixing the holes as they do on building mounds of tarmac we'd have roads that any Third World country would be proud of, rather than ashamed of :D
I want to go back to The Olden Days, when every single thing that I can think of was better.....

(except air quality and Medical Science ;))

My other half got caught doing 42 in a 30 mph limit by a mobile speed van and she was offered a speed awareness course.

I think you need to get out more... Perhaps visit the "Third World" and learn just how fortunate we are.
