    So it's not about what happened to the OP's relative, it's what the law says.

    Exactly. If they have and as yet we don't know if this is the case.
    Even if they have taken too much, you still haven't explained why the relative was acting illegally.

    I'm not sure what post Billy Bullocks is reading but I've certainly not seen anything that says the OP knows for certain that the relative's friend has taken any money at all that she has not been authorised to do.

    i used to use my F I L's card to withdraw his money from the post office.
    he withdrew every penny of his pension, DLA and industrial injuries benefit on the day it hit his account.

    what he did with it after that, i have no idea. ( he would then give me the money to pay his bills and to buy his shopping)

    from the time spent in the P O queues, i can say that an awful lot of older people took every penny out of the card account as soon as it went in

    Currently this is none of the OP's business.

    If the OP wants to make it their business, the only way is to talk to the relative.
