If you get a £5 bundle it comes with several hundred minutes and several hundred texts to use in the next month. Who cares if there is some remaining at the end of the month? You will have made those calls at the much cheaper rate than when paying separately for each call.
If you really do want to pay per-minute, make sure it's a provider that charges 3p or 5p per minute not one that charges 35p or 55p per minute.

No network actually compels you to have a bundle
If a bundle suits your level of use, it works out cheaper per minute, but if your level of use is modest some or all of the time then pick options with low per minute charges. Frankly whether Vodafone is 30 or 50 pence a minute should be irrelevant as it should be out of consideration at either rate.
Besides all the above comments, you might also look into making some calls via VoIP with either wifi or mobile data. This is alongside rather than instead of other use, as there isn't always a data network available.
Three has a so-called Data Reward SIM, with 200 MB a month free, options of adding bundles or not.
EE did have an offer a while ago of SIM with 100 MB a month free, but I'm not sure if this has been repeated.
FreedomPop has 200 minutes some texts and 200 MB a month free, with options for larger bundles.
There are VoIP providers with rates under a penny a minute, and some where you can earn free credit in their app by pretending to watch adverts. Obviously do that at home, not using mobile data.
These might be some things to experiment with for some of your calls, but don't be completely committed without other options.0 -

Secondly, the last time I had a mobile it was PAYG and it was never this dear. Not even close. They gave me a credit card thing and that was used to top up credit. THe whole industry seems to have gotten even worse.
Still works exactly that way, many networks will still give you a plastic card (often with the sim) to top up with.
Every network offers basic PAYG, shop around for the best deal.
For example, 3 PAYG is 3p per minute...====0 -

Believe them then. Lots of people make that mistake with Vodafone. Of course, you could actually look it up on their website:-
