Hi.Petrol is budgeted,so no.
I hear that most folk don't count eBay postage as the buyer pays for it ultimately,so no,it doesn't count as a spend either.
Really though,it's whatever YOU are happy with.You make up the rules with nsds.

I am pleased to report that this week I have achieved (as of 11:59pm yesterday)

Which I think were both my goals for this month.
