Every time the VED rating scheme has been changed that I can remember the new system has only been applied to vehicles registered after the change - new cars. It is not exceptional. All existing vehicles continue to use the rating scheme they are currently on.
Prices on all rating schemes will vary over time.
If you recall when they raised the high emission (CO2 the bad guy) tax rate to nearly £500 NuLab's chancellor (remember him) planned to backdate it to 2001 to punish owners of such cars, a massive outcry saw them packpedal to the March 2006 cut off point, but backdating had been their intention all along.
So don't put anything past the revenue gatherers of any political label when a state has a national debt that has no chance of being repaid, remember Cyprus dipping its hands in the people's personal bank accounts?0
