no because you are covered by the BPA CoP of grace periods of up to 10 minutes BEFORE parking up AND over 10 minutes to leave, read clause #13 and see they have not applied it

and the hospital is bound by the NHS guidelines too (so throw that into the PALS appeal as well)

    see here https://www.gov.uk/government/publications/nhs-patient-visitor-and-staff-car-parking-principles/nhs-patient-visitor-and-staff-car-parking-principles

what about when i submit my complaint to pals?
    ASAP.

Carry on with the timelines in the newbies faq thread for sending in sppeals to the ppc/popla

You keep to that plan unless you get confirmation from PE (not a PALS notification) that the ticket has been cancelled
  • UPDATE
Hi All, I emailed PALS yesterday and followed up with a call today. Following some explanation, I've now received confirmation from PALS that they will instruct PE to cancel to PCN and to disregard further postal reminders from PE.
So, for now I need to wait for the cancellation from PE but all seems to have been a success.

THANK YOU ALL... will keep you post

You can email PE and ask them to confirm:

    info@parkingeye.co.uk

putting the PCN number in the subject line.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
CLICK at the top or bottom of any page where it says:
Home»Motoring»Parking Tickets Fines & Parking - read the NEWBIES THREAD
  • FINAL UPDATE - Success!

Hi all, I've now received confirmation from Parking Eye that they will cancel the PCN.

Thank you all for your help, its been much appreciated.
  • What power do they have, if for example someone didn’t pay it and just ignored every letter?

They can take you to court.

If you ignore that, you'll get a judgement against you for a few hundred pounds.

If you ignore that you may then have bailiffs call to seize property, and you may have great difficulty borrowing - e.g. to buy a car, house, etc.

If you have an issue you want to progress, or further questions, can you please start your own thread.
Dealing with two people's issues on the same thread can only lead to confusion.

Everyone is politely asked to first read the newbies faq thread near the top of the forum before posting/asking questions

Go there now - and if you have further questions then please start your own thread
