Barnet Hospital Parking Eye Penalty Charge Notice

Hi
Please can forum members help me with the above? I've read a lot of posts and threads from various websites, and the more I read, the more confusing it's becoming!
A letter has been issues for parking charge amount due of £100
Quick summary:
-Took my husband who suffered a head injury to Barnet Hospital A&E
-found initial parking space following A&E sign posts, parked up but realised it was Staff Parking
-Got back into car and drove back round closer to hospital entrance, navigated the very confusing car park which had concrete barriers blocking the way which had to be negotiated (taking more time to find a space)
-Finally parked and bought a 1hour ticket
-A&E department was far from where the car was parked
-Genuine over stay of 17 minutes which doesn't include time to find space, get ticket and navigate to A&E dept
I have called Barnet Hospital PALS team who has sent me an appeal document to submit.
Please can members help with an appeal template letter I can use for Private Eye.

not at this stage , as you are appealing as KEEPER , not driver
those will apply in the POPLA appeal , 2 grace periods under the BPA CoP , clause #13
stick to the script for PE , but complain as an OCCUPANT OF THE VEHICLE when complaining to PALS0 -

Be careful NOT to write anything saying who was driving!
Does your PCN have the '29 days POFA 2012 keeper liability' wording? Was it received in 14 days?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Hi, yes it does include wording "You are notified under paragraph 9(2)(b) of schedule 4 of the Protection of Freedoms Act 2012 that the driver of the vehicle is required to pay this parking charge in full..."
I shall stick to the template and not add anything extra.
What about when i submit my complaint to PALS?

just say THE DRIVER had problems and relate them as if you were told them by somebody else , like me , or as an occupant of the vehicle (assume I was driving)
too many people slip up and give the game away if they were the driver and also the KEEPER of the vehicle

Thanks all for your help. I shall submit the template to PE with no additions and then as 'occupant of a vehicle' for my PALS complaint.
Should I be concerned about when I'll get a response from PE and PALS and when it exceeds the 14 days (£60), 29 days (£100) periods?
