    A quick shifty around seems to suggest this might be a former public car park, now sold-off.

    It could be worth some local journalist having a look through the planning archives to see if there are any specific conditions regarding use that may still be in force?

    Does anyone know if it's actually CCTV or ANPR.

    People including the media get very confused over the two systems

    it seems the BPA think that parking charge notices are issued by their members as PENALTY CHARGE NOTICES on some car parks , according to this bbc article about somebody near sheffield who parks in supermarket car parks across 2 spaces

    A spokesperson for the British Parking Association, which represents parking and traffic management operators, said "inconsiderate parking" causes problems for other motorists.It advised that failing to abide by the terms and conditions set out on parking notices could lead to a penalty notice being issued by the car park operator.
    I havent see that in the BPA CoP !!!
