    apparently pulled into the bay, realised it was disabled and drove out again. How did they spot he didn't have a blue badge on display ?

    Five hundred penalty notices were handed out over a 10-day period at a Co-op to drivers parking in spaces they're not allowed to use, the BBC has learned.

    The notices were issued for misuse of disabled, parent and child and cash machine bays at the Combs Ford branch over the Christmas period.

    Offenders were issued with a £100 fine, or £60 if paid within a fortnight.

    Fines imposed at a car park in Stowmarket are "far too much" according to one motorist hit with a charge after parking in a bay designated for those using the cash machine.


    Tarnya Mallett, from Felsham just outside Stowmarket, said she was fined after she parked in the cash machine bay to withdraw money, but then nipped into the supermarket.

    "It's exceedingly expensive, it's £100, or £60 if it's paid within 14 days, and that's far too much," she said.

    "Yes, they've got to do something but I know up in Stowmarket town that if you park in the wrong bay the fine's £25.

    "This company is just trying to make a quick buck out of people, so I won't be going there again."

    The head of security at the East of England Co-op says installing CCTV at the end of last year has highlighted just how big a problem improper parking is at the Combs Ford store.

    CCTV is used to detect when drivers have wrongly parked in disabled, parent and child or cash machine spaces, and a penalty notice is then issued.

    Lee Hammond said: "We always listen to people when they say, as they did at Combs Ford, that there's a problem. We responded to that.

    "We have the welfare of our customers, our members and those that are going to use these designated bays daily sometimes. We have their interests at heart."

    Of the 100 or so parking spaces at the Combs Ford Co-op, eight spaces are designated for disabled users, six are parent and toddler spaces and one is reserved for people using the cash machine.

    At least half a dozen signs are on show and warn enforcement measures are in place.

    The Co-op says it does not make any money from the fines, which start at £100 but are reduced to £60 if paid within a fortnight.

    Instead, the company National Parking Enforcement, which installed the CCTV monitoring equipment at the site, receives the cash.
    The head of the parking firm which installs and monitors people parking at the Co-op at Combs Ford says the company doesn't set the fines, and offenders only tend to fall foul of the charges once.

    Jonathan Lecaille, managing director of National Parking Enforcement, says the company just about "break even" in its contract with the Co-op.

    He said setting up the equipment was costly, as is monitoring the CCTV, and it hasn't made a profit so far.

    Asked if he thought the £60-£100 charges were excessive, he said they were set by the International Parking Community of which they are an approved operator, and everything they do comes under its code of compliance.

    "It's as a last resort that landowners employ our services," he said.

    "What you have to remember is this: People only do it once. They're not going to keep parking there over and over and get a ticket, it's a short-term project.

    "And in three to four weeks these parking bays are going to be free."

    Monitored via CCTV apparently. How does that detect blue badge/non blue badge holders?

    NPE - IPC members, so no decent appeals mechanisms, even if a genuine blue badge holder.

    CCTV CANNOT detect Blue badge holders

    all appeals Via IPC ,


    500 ticket , 500 people + spouses , children and work colleagues informed , better than a 2 page advert in the local rag

    Is the necessary provision in the Co-op's ICO registration to disclose CCTV images to NPE for the purposes of parking enforcement and the making of a profit?

    Any motorist receiving a PCN from the location should be making a SAR of the Co-op to secure the relevant CCTV footage and do so well in advance of 28 days.
    My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016). :(

    I know of few car parks where parking control is absolutey necessary. Reading West Lidl, (30 yards from the station), is one, but they do not have one.

    Also, I resent having to pay for parking in Tilehurst Asda, (PE), they do refund for purchases over £5.00 but what if I only want to collect my free prescription and buy a newspaper.
    You never know how far you can go until you go too far.

    Buy yourself a new £5 thong from the clothes department, go through the till, pay for thong, get refund for parking, then straight to Customer Services, tell them you've made a mistake with your purchase (you've remembered memsahib doesn't like the leopard skin look), get your fiver back. :)

    If they want to make it inconvenient, let them share some of the misery.

    So it doesn't look like it is the Co-op's CCTV cameras (assuming they have any) but those installed by NPE that are being used for the purposes of parking enforcement.
