My friend has got a PCN from Devere. Please advise what she should do ?

Trouble is it will end up in her court in the Bournemouth area so what is the point of challenging, when she would lose the case ?

As PG has already suggested Devere have long been in bed with the Castlepoint management with regard to the running of their car park. I would suggest that there is little point in appealing to their sense of fairness or goodwill but who knows? It might just work and for the price of a first class stamp...
If the OP's friend lives outside the Bournemouth area (and therefore within the area covered by another county court) then they could consider fighting this. Even in the Bournemouth court they are not unbeatable.
However, in terms of how far the friend would need to be away from Bournemouth to justify things then they would probably need to be closer (only need be by a matter of a few miles or just as a result of it being more convenient - its far quicker to go to Salisbury from Blandford than it is to go into Poole or Bournemouth, for example and its far, far quicker to get into Dorchester from Bere Regis than Bournemouth. And the Spur Road can be a very considerable bottle-neck don't forget) to either:
Salisbury
Southampton
Dorchester & Weymouth (dual court sits both at Dorchester and Weymouth)
Yeovil
Realistically this means being beyond the arc of Bere Regis, Wimborne or Ringwood.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).
