Road humps of some sort, obviously of a design commensurate with the expected vehicle speeds? I'm not a big fan of them, but as a temporary measure in situations like this they may do the trick.
On a busy road like the North Circ ? So the careful slow down to 20. And traffic jams back round Hanger Lane. The numpties crash over at 35 if there isn't a queue and floor it to the next bump before jumping on the anchors.
Think they're a non starter as an idea. Next suggestion ?0 -

But they are not in large numbers. 80 a day got nicked. 0.5% as estimated earlier. The speed limit and the camera were a sufficient deterrent to the rest.
You're the one with the problem with the existing solution. So come up with a better one.

That would be one every six minutes then, during the working day. I'd say that was a dangerously high level, bearing in mind those caught were probably doing 40 or more.
As for your ridiculing of the speed hump idea - here in the north east these were used on the A19 during temporary road works to get the speed down from 70+ on this very fast road, to 50. I travelled the section on numerous occasions and they appeared to be 100% effective. I did spot some minor congestion on one evening peak period, but overall they were doing precisely what they were supposed to, unlike the cameras on the north circular. The problem was, of course, they weren't raising any money.

I suspect the 99.5% compliance on the North Circ would have looked like 100% too if you drove through it twice a day.
And, whilst the ramps to 50 might have worked on the A19 (and a free flowing bit from your description of "very fast road"), we both know how people behave round speed bumps in residential areas enforcing a 30 - and that's pretty much what I described earlier. Ie the careful slow to well below 30, which WILL cause chaos in the definitely not free flowing at times A406, and the fast will still speed / hoof it between bumps if there is an opportunity. And I bet a fair few in your A19 roadworks didn't stay to 50 through the whole lot.0 -

How well do you know the North Circular? I live 220 miles away from it but do drive along it from time to time. The fact that it alternates between dual and multilane and single lane single carriageway frequently between it's terminus at the M4/A4/A205 South Circular roundabout and Hanger Lane means it already has several bottlenecks. Putting in speed bumps will create more of them, which will increase the risk of minor bumps which will exacerbate the jams already caused by your speed bumps.
Better education is what is needed and some of those caught at 35 - 42mph will be likely to get that education via speed awareness courses. Others will get them via 3 points and financial penalties and the possibility of totting if they don't modify their behaviour. In the end the consequences of your own actions will catch you out.
The mentality of some drivers needs to change. Some drivers only keep to a limit when there is a camera to enforce it. While it is tautology, the more drivers that have this perception, the more average speed camera sets you will see go up, not more gatsos, more average speed camera. That is bad for everyone, as if you travel on the M4 around Port Talbot, you will notice that inorder to make sure they don't get caught out, people drive at 35 in a 50. that's what happens when you drive according to speed cameras and not to appropriate speed in line with speed limits.
the speed cameras themselves aren't the cause, it's people's disregard for the limits. People should take note when they see survey wires in the road. They are measuring the number of cars exceeding the speed limit often in these surveys with a view to assessing the site for a camera.0
