The speed restriction is being brilliantly effective if only 80 people were nicked a day. Given the number of people going round the N Circular that's a very small minority. At a very rough estimate of an average of one car every 6 seconds (you can argue the toss about that number, as long as you still do the sums to the % :)), that's best part of 15,000 cars a day, or about 0.5% nick rate.

So the vast majority a) can see the signs and b) don't then speed.

The numpties get caught by the camera. Both parts of the system are doing their job.

But they are not doing so!! At least not very effectively.

And why else would they be there? Well, since they are singularly failing in their objective to "enforce the speed limit", but they are raising vast amounts of money, I think you have answered your own question.

Unless you have access to figures we don't that show that all the people being caught have been caught many times before, how can you possibly say the camera isn't enforcing the limit effectively?

Everyone who's getting fined is being made the subject of enforcement action - the very thing you're saying the camera isn't achieving - and may well not then speed along there again; ergo, the camera is effectively reducing the number of speeding motorists; there just happen to be a lot who haven't been caught yet and educated through enforcement.

They seem to have such trouble abiding to simple rules and regulations that they feel the need to dress their own transgressions and shortcomings as a minor conspiracy from the 'powers that be'.

I'm sure your explanation would go down well with a road worker in hospital after having been knocked down by a speeding motorist who hadn't previously been caught.

Comment on the issue being discussed, not on the contributor - basic rule of forums. So if you don't have anything useful to say, just slope off quietly.

So, GingerBob, what are your suggestions for slowing the speeders (only) down at the start of the roadworks, and keeping their speed down through them ?

Road humps of some sort, obviously of a design commensurate with the expected vehicle speeds? I'm not a big fan of them, but as a temporary measure in situations like this they may do the trick.

OK then Bob. Instead of just arguing with everyone, tell us; what would YOU do about it?

    ETA: Beaten to it.

So your answer is to cause congestion? I'm sure that'll go down well with all the road workers suffering from lung complaints due to the pollution built up by your road humps.
