    IPC surely?

no DVLA , and the IPC failed to update correctly , - as reported by the prankster at the time

    http://parking-prankster.blogspot.co.uk/2016/10/ipc-suspend-ukcps.html

note my inclusion of a email from Mr dunford

    Dear Mr xxxx,

    Thank you for your email.

I can confirm that on the 13th October 2016, DVLA were made aware that UKCPS’ Accredited Operator Scheme membership had been suspended. Therefore they would be unable to access DVLA vehicle keeper data until membership is regained.

I believe the date held on the IPC website was incorrect. I note this has now been amended to show 13/10/2016

I hope this information helps to answer your query.

    Kind regards

DVLA access was not granted untill the 18-19th december , well outside the date required to get access within the relms of POFA , and I believe that they should not have had any data retrospectivly

this question will need to be asked , however the conformation from the OP that it has happened my hurt UKCPS a lot more

More importantly, I think they have got your data retrospectively when they were not entitled to do so, like here:

    https://forums.moneysavingexpert.com/discussion/comment/71847575#Comment_71847575

Personally I would add to that DVLA letter:

    Dear Sirs

    Re: VRN: AB12 XYZ

As I am the Registered Keeper of the above VRN, could you advise me who has accessed my personal details, how often and when did the DVLA send the keeper details out. Please advise the information with regards to events between 01/09/2016 and 01/01/2017.

In each case, please give the name of the company or authority, and the 'date of event' given to you by that party.

Further, since I have reason to believe UKCPS have retrospectively obtained my data, please furnish me with the current DVLA rules regarding reinstating a parking company after a KADOE access to DVLA data ban and please confirm the dates between which UKCPS were not entitled to obtain data.

I understand there is no charge for this information and look forward to your speedy reply.

    Yours faithfully

    Mr Registered Keeper

and please confirm the dates between which UKCPS were not entitled to obtain data

which clearly makes the access of data over the 56 days needed for POFa , if not the retrospective thing

I'm confused. (It happens a lot.)

What has the BPA got to do with all of this?

agreed , but either way its an invoice they may try to enforce within 6 years , whereas I think the OP is looking for a magic wand solution to make it "go away" , which isnt going to happen

they should do both tasks, send the IPC template as KEEPER , not naming or inferring who was driving

plus send the PG letter to the dvla as well

then its sit back for 6 years unless UKCPS try an MCOL from Northampton

I think a magic wand MIGHT make it go away if I am right:

    4. Resumption of the KADOE Service after Suspension

    4.1. ”On-screen” Tickets.
From the date any period of suspension commences, parking companies will be unable to submit enquiries for any outstanding unpaid “on-screen” tickets on which the 28 day payment period had not expired.
“On-screen” tickets are those left on a vehicle by a parking attendant or other person.
In order to prevent this from adding 28 days on to the suspension period once the service is resumed, upon resumption of the KADOE service parking companies may submit enquiries for on-screen tickets that were issued up to 28 days before the date when their access to the KADOE service was resumed.

4.2. Tickets Issued from ANPR Cameras
Parking companies will not be allowed to submit enquiries for any tickets issued from ANPR cameras concerning events that occurred before or during the suspension period.

What does the bit in red tell us? It tells me that the DVLA have screwed up...and UKCPS are not allowed to do this.

Sorry wasn't very clear, yes it was a window screen ticket, i ignored it then had the letter on the 29th december, 95 days after the ticket was issued. Writing the letter now, do I send a letter to the dvla and UKCPS?

You send the IPC template letter from the NEWBIES to the PPC, and the other letter to the DVLA, basically asking why they gave out information they are not supposed to give out.

Combine the points from papa golf and Coupon-mad for he DVLA letter then post your draft here for checking.

more likely that UKCPS have stored tickets and told the DVLA "porkie pies"

easily , and the a reply from the DVLA to the OP , will prove this , or the fact that they have received a letter , that could not have been written if they had complied with the law

apart from that, its just a guess

I have a funny feeling that UKPCS sites will have new owners soon , and UKPCS will move to other things

    as per ANPR ltd
