Private parking ticket UKCPS - HELP!

Can anyone offer any advice on a situation I am in. On September 25th 2016, I was parked in a private car park for less than a minute whilst I went to see if Sainsbury's was open, in which it was shut so I returned to my car straight away. The ticket states that I was parked for 15 minutes which is completely wrong. I did not see the ticket until I got home. Reading advice on this forum, I didn't appeal the ticket and now have a letter stating that I need to pay £100 or further action will be taken. The ticket was from UKCPS. I have further read that UKCPS were banned from the DVLA from October-December 2016, however I received my letter on 29th December. Moreover, it has been well over 56 days since I received the ticket. Do I appeal, just ignore it completely or pay? Any advice would be much appreciated!

    if you have a letter then they have the RK address and name , so the DVLA ban is not relevant

    as you have ignored it so far , you are in IGNORE MODE for 6 years unless they try a court case, in which case come back for help

    the ticket was a ANPR type ticket therefore it would have to be issued within 14 days

    if it was by ANPE , ask them to produce timed photo stills taken from the ANPR machine

    however on re reading the post

    I did not see the ticket until I got home.

    infers that this was NOT an ANPR ticket , and as such the company could not ask for info until day 28 , at which point they were either banned by the DVLA or suspended by the recognised ATA that they are a member of

    it is my understanding that they have exceeded the 56 days to get your date , thus making the ticket non compliant with regard to the POFa2012

    one might also add that during the window to get the data , they were banned from access to the DVLA database

    they are realy pushing their luck , and I think youneed clarification from the DVLA on the date they applied for date , before pushing this further

    please print this out , fill in the blanks and post , await answer and then return

    Re: VRM AB12 XYZ

    In each case, please give the name of the company or authority, and the 'date of event' given to you by that party.


    I understand there is no charge for this information and look forward to your speedy reply.

    in your case I would await an answer from the above , then appeal to the IPC , clearly stating that as they have failed to conform with the POFa2012 , they can only chase the driver and you do not wish to name them

    when hey refuse , this is fantastic if it goes to court

    I don't know where you read the advice on this forum to ignore, that has not been the case since 2012, unless you are in Scotland or NI?

    Was the car park a Sainsbury exclusive car park? If so have you complained to them?

    Thank you for the quick and useful reply - much appreciated. So am I right in thinking because they have exceeded the 56 days to write to me, I don't have to pay? I will still write the letter.

    not as simple as that , by proving that they have acted illigally or failed to meet POFa2012 , you can tell them to go after the driver , not the owner/keeper

    I suspect that they were actually banned by the BPA several (or more) days before it was announced on the IPC website , and they were having a feeding frenzy the days before the ban , they have , by sending a letter in december exceeded the time span to get data and to hold you responsable

    please post the letter above ASAP , and you can ridicule the IPC if this gets to court

    As above, the advice to ignore would have been found on this forum since 2012.

    I read the OP as getting a windscreen ticket in September then getting the NTK on the 29th of December.

    The OP should therefore not be in ignore mode but should send the IPC template letter from the NEWBIES thread.

    I think the OP should then follow PG's advice. Get the info from the DVLA and then appeal to the IPC.

    agreed , but either way its an invoice they may try to enforce within 6 years , whereas I think the OP is looking for a magic wand solution to make it "go away" , which isnt going to happen

    they should do both tasks, send the IPC template as KEEPER , not naming or inferring who was driving

    plus send the PG letter to the dvla as well

    then its sit back for 6 years unless UKCPS try an MCOL from Northampton
