Seems eminently sensible to me as long as they are supervised by approved instructors.
Also suggestions that learners should complete a minimum number of hours of tuition. Also probably a reasonable idea but 120 hours is being mentioned. I did well more than that while learning but not with a paid instructor.

Ouch, that's going to be expensive. I only did 14.0 -
Motorways seems like a good idea, although not everyone lives close enough to one for it to make much of a difference. Also, having to do it with an ADI rather than mum or dad etc seems the right way to go.
The number of hours tuition thing seems good in principle, but the 120 hours mentioned does seem a bit excessive, unless there were ways around it, as some people are just naturally gifted when it comes to driving. Also, I was a member of a car club for under 17's which teaches people to drive (on private land). Some of the facilities are set up as real roads with traffic lights etc and some are just tracks with cones. However, it meant that when I got into a car on the road at 17 I was a fair bit ahead of friends who had to be taught how to not stall, how to change gears etc.0 -
I learned to drive (and passed my test) when I was serving in Germany in the early 1980s. The actual test didn't include an autobahn element, but my instructor had to confirm that I had had at least 3 lessons on autobahn driving before I could apply for the test.0
