I agree that the cctv is an improvement rather than maintenance and that you are probably not liable? How much would it add to the bill to include your flat?[/QUOTE]
I think our share will be circa 150 pounds in total - it's a one-off expense. The whole issue was like the following:
    - our administrator (one of flats owners) sent a mail that the potential provider quoted 600 pounds for a 4 cameras and DVR package, so he is suggesting 3 cameras covering communal entrance and its yard and one camera will cover our flat from the other side. The owner of other flat responded like "we agree to pay for the communal door surveillance but "with respect" not covering other flats. To that mail, the administrator responded "Ah OK I will find out how much 3 cameras cost", and I was like "Huh????"

    Indeed.

Dig out your lease and quote (word for word and in full) the relevant clauses.

    We can then better advise.

Thank you. I will do later in the evening.

Perhaps you should have responded "I will not be contributing to the cost unless my flat entrance is also covered by the camera system...(with respect)."

To be fair to the administrator its not their job to dictate what gets done. They may be happy to handle the finances and paperwork but not to manage the residents.
It may be only one of the other residents who is rejecting paying for things that do not directly affect them with the other two agreeing for an easy life.

Spend the £150 you've saved by not funding the cameras on a dummy camera and diy upgraded locks.
