the incident occurs in sept 2015
PP issue an NTK to the lease company AVIS
AVIS presumably gave PP details for the hirer and a serviceable address
PP issued an NTK in your name to your work address or to your HR or ACCOUNTS
they forwarded these letters to your desk
you go in on the 20th dec and find said letters , where all the deadlines have expired for appealing , which is why its with DRPL (not DSPL)
ie:- with Debt Recovery Plus Ltd (not DSPL which you mentioned in a reply)
how you get a popla code from this timeline fiasco is beyond me0 -
Indeed, I understand the timeline, this is what was confusing me/worrying me, I'm at a dead end for the moment.
I kept thinking it was Debt Solutions Plus Ltd for some reason not Debt Recovery Plus Ltd.0 -
part of the problem is the delay between your firm receiving them in your name , getting them to your desk , then the delay in you going into work and asking us
all that delay seems to have "timed" out any appeal process , hence why DRPL now have it (and can be ignored) and why the PPC refuse to issue a popla code
you were asked earlier who DSPL was because we have never heard of them so you confused the regulars here due to incorrect info and incorrect initials
a landowner cancellation is the best way forward on this , or if the BPA somehow twist PP to issue a popla code
otherwise you are correct , you are "stuck" , for 6 years of hassle
there is no "magic solution" , no magic wand , no "izzy whizzy lets get busy"

Yes but it's a dead end that is perfectly comfortable. I've ignored DRP myself, so have tens of thousands of people over the decade since this nasty industry exploded into the scam it is now. The letters are a source of amusement but not something to tell us about!

No I know there isn't a quick fix, but as someone who hasn't been in this position before I was concerned at missing potential deadlines and falling into any holes I was not aware of, but as they have all passed and there is not much else I can do at the moment and I now know there is now no point worrying.

most people have not been in "this position" before , if they had they would know what to do and would not post, which is why we try to help those who cannot see the wood for the trees and you are quite right in posting a new thread as yours is more complicated
it seems to me that there was a delay at your firm in getting these to you , OR you appear to have had time off and nobody told you about this mail that need urgent attention , there certainly seems to have been a lot of wasted time and this caused you to pass the self imposed deadlines by the PPC - ie:- TEMPUS FUGIT
THIS DOESNT STOP YOU COMPLAINING AND GETTING A CANCELLATION HOWEVER , WHICH IS THE BEST THING TO DO

I am going to send this, not sure if I should be quoting POFA 2012 at them yet, but not sure where else to go with it.
Dear,
We have already been in contact with Premier Park and they have said they will not review the PCN as it is outside of their self imposed appeal deadlines; the PCN was received on the 20th December, 3 months after the alleged infringement, we were therefore not inside Premier Park's appeal deadlines through no fault of our own.
Hence we now ask the landowner, Grosvenor Casino, who have hired Premier Park to look after their car park on their behalf, to look into the matter.
We think that the Leicester branch manager should be concerned that Premier Park are not following British Parking Association (BPA) guidelines or the Protection of Freedoms Act 2012 (POFA 2012) Schedule 4 (specifically Paragraph 8, Sub-paragraph 3 and Paragraph 9 Sub-paragraph 3), and are therefore acting outside the law in respect of the issued PCN ******; this should really spring into action a full inquiry by Grosvenor Casino into how Premier Park are acting in general in the management of their car parks.
This PCN should be withdrawn/cancelled as per my previous email; Grosvenor Casinos, as the landowner, have the power to do this and enable the correction of this current injustice.
