Dear Sir/Madam,
Ref: PCN No: ******; Vehicle Reg: *******
A Parking Charge Notice was received from Premier Park Ltd on behalf of Grosvenor Casino Leicester on 20th December 2016 - this was for an alleged parking infringement on 25th September 2016.
On that date we were going to be staying at the Travelodge next to the Grosvenor Casino in Leicester, we initially drove into the car park at approximately 17:45 thinking it was a Travelodge car park, after a couple of minutes of driving around in there we saw that the Car Park Attendant was telling others you can't park in there unless you were a Casino member, so we left and drove into the High Cross shopping centre car park, where we were not sure we were allowed to park in there either, so after about 5 minutes we left and decided to find out at Travelodge reception where we should be parking.
We then went back into the Grosvenor Casino car park at 18:00 to ask the Car Parking attendant if he knew anywhere where it would be safe to park for a short time, he then said it would be okay to park in the Casino car park for about 10 minutes so we could go to Travelodge reception to find out where we should park, we left the car park at 18:10 thanking the car park attendant as we left.
So we were very surprised to receive a Parking Charge Notice on 20th December 2016, I think for a stay of 10 minutes, for which we would have happily paid a reasonable amount if asked, a PCN for £100 is extortionate and you and PPL should be ashamed for charging this amount, plus the fact we spoke to the Car Park attendant who assured us it would be okay to stay for a short time, if you have access to CCTV of that time you will see our discussion with the Parking Attendant before we parked in the car park, with out his intimation that we would have no issue to park there for a short time, we would never have parked in there, if the car park attendant knew that we would be sent a PCN by allowing us to park, then this is a case of entrapment and totally disgraceful.
Plus the fact that PPL are issuing a PCN to cover our two visits to the car park as if it was just one, as explained, CCTV from that time will convey the truth of the matter.
I will fully expect an email and letter in writing confirming the cancellation of the PCN asap.

I'm not sure if it is too much, I have mentioned the "Double-dipping" by PPL as that is what it amounts to, but don't know whether I need to mention legal cases or not at this stages?0 -
That's fine - not too much and it is carefully worded to say 'we' so it doesn't give away the driver, which is good. It is certainly 'entrapment and totally disgraceful'.
You should also make a complaint to the BPA about Premier Park doing this, send the same email to them and ask why exactly they are allowing one of their members to show 'two visits as if they were one' (the well known ANPR 'double visit' technology fail which shows no due diligence by PP at all) AND why do they allow predatory entrapment practices like has happened here? Do they do no spot checks, does no-one do an unannounced audit visit to such shocking sites and see if this abuse is rife? If not, why not?
And tell the BPA that you are going to show their reply in an escalated complaint to Marcus Jones at the DCLG and David Dunford at the DVLA (definitely tell the BPA that and use those two names).

Do not water down the complaint, just change it to make sense - being careful still only to say 'we' - and put 'Formal complaint about predatory practices of Premier Park: PCN number xxxxxxx' in the subject line. And attach a copy of the PCN.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Why are the BPA allowing one of their members to show two visits as if they were one and why do you allow predatory entrapment practices as has happened in this case; do the BPA not carry out spot checks and unannounced audit visits on their members to check whether this abuse is rife? Any replies I receive from the BPA will be shown in an escalated complaint to Marcus Jones at the DCLG and David Dunford at the DVLA.

Dealings directly with PPL are now over, they have rejected your initial appeal.
Have you been issued with a POPLA code? If so, you need to get on with drafting your appeal there, don't delay awaiting a response from the BPA, miss your POPLA deadline and you lose the chance to kill this off completely.

No I didn't receive a POPLA code, I assume because PPL think my appeal was out of time. - See post 9 for the email from PPL.
DSPL are Debt Solutions Plus Ltd.

no , POPLA will NOT allow any appeals without a valid popla code from the PPC0
