PCN from Premier Park

Hi All,
I have read the Newbie section, but am still a little unsure about what I should do, and I want to see if my understanding is correct.
I get back to work today greeted by two envelopes on my desk, no post marks on either, one was a PCN for £100, the second was a First Reminder for the PCN, both from Premier Park.
The date of the incident was 25/09/16 in the Grovsner Casino car park in Leicester, my company had hired a car from AVIS to travel to Leicester.
The PCN has an Issued Date for 13/10/2016, now if we are talking about 15 straight days, and not working days, this means the PCN was issued 18 days after the date, otherwise it is just in on 14 working days.
The First Reminder is dated 11/11/16.
Secondly I have only received PCN and First Reminder, no additional paperwork was included with either, as a hirer I assume this could invalidate the PCN as well?
Thirdly if you work out the total time it should take, 15 days, 28 days and 21 days, that would have come to the 28/11/16, and they weren't received until the 20/12/16.
I am assuming stating the above in a letter with reference to the appropriate paragraphs in POFA 2012 would be enough?

Assuming that the lease company was the vehicle's registered keeper, Premier would have first sent a Notice to Keeper to Avis.
The PCN dated 13/10/16 may have been the follow-up "Notice to Hirer" (this would not be obvious as a Notice to Hirer because Premier don't use the proper wording). To whom was this PCN addressed?0 -
The PCN was addressed to myself at my work address, so they have been in contact with AVIS at some point.
You are right, they mention keeper and driver, but not hirer on the PCN.0 -
Good, so you can win this at POPLA stage by using the sort of POPLA appeal that Edna Basher is an expert in, pointing out that the requirements of para 13/14 of the POFA Schedule 4 were not complied with for a Notice to Hirer.
You can read those paragraphs yourself because Schedule 4 is linked in the NEWBIES thread and para 13 and 14 are just a few lines, very clear bullet points. You will see you have not been served with what they had to serve. You may have already seen this, as I see you've worked out the timeline, but I don't know if you've specifically looked at paras 13 and 14.
But don't tip them off, just send the usual appeal for BPA members from the NEWBIES thread, changing 'keeper' to 'lessee/hirer', sit back and wait for a POPLA code where a hirer wins, unless POPLA have another mad moment.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Yes, that was what I needed clarifying, whether I could just send the references in POFA 2012 Schedule 4 Para 13/14 and how to handle the fact they haven't mentioned Hirer, I also though the time-length issue could come into play, but it seems maybe not.0 -
I wouldn't tip them off at this stage, just appeal tonight online, now, as lessee/hirer. Use the template and don't give them a heads up. - just change the wording to 'lessee/hirer' and you could add that this PCN has just been served to you today, 20th December.PRIVATE 'PCN'? Update:
On 22/12/16 my companies finance dept emailed me saying they had received a letter from Debt Recovery Plus Ltd for £150 to be paid by 29/12/16, I told them I was appealing the PCN and have left it at that as per the Debt Collection threads on here.
Today I received an email regarding my appeal to PPL:

Your company should have named you as the 'keeper' of the vehicle and still should, name and address to remove themselves from the equation. They can email DRP:

The letter was addressed to me as I have seen the scanned version of it, but I assume finance got it and opened it as it was from a debt collection agency, so my company is not involved, apart from an address point of view.0
