Which Police force have you contacted - Merseyside or West Midlands ?
If you are saying that a vehicle similar to yours is driving around the Birmingham area displaying your reg.no. then you can bet a £ to a pinch of the brown stuff that it wasn't just to get free parking !
Normally, the persons responsible would have at least used this 'scam' to obtain free fuel (drive offs), speeding violations etc. But then again, if any other indiscretions had occurred involving your vrm, then the boys in blue would have been knocking a your door.
I would suggest that you contact the Police intel unit covering the area where your vehicle was allegedly parked. It is possible that incidents have been reported and 'written off' as no further action, seeing as they may have only been minor incidents. Although, having said that, I would have expected a marker to have been placed onto the Police national computer.0 -
But if you get no interest from the Police, instead get a photocopy of the hairdresser's appointment book as proof that you were not in Birmingham that day and get them to sign an extra witness statement and submit that, in the hope the court allows it.
Then you need to know that a registered keeper cannot be assumed to be the driver, in law. You are stating it was not you and you have never visited that car park. VCS cannot hold a keeper liable when they were not driving, because they do not use the POFA 2012, Schedule 4 (I so wish you'd come here earlier and had explained that to the Judge first time around, because this is not about whether the car was stolen or not, it's simply about you not being the driver).
So, back to basics - have a closer look at the photos. Is there anything different about that car - a badge on the back? The font on the number-plate?

I contacted Merseyside to report at first but after the court date I contacted West Midlands, they said they can see that there is a flag on my registration but they can't give me a crime number as they don't know what crime is actually being committed0

I do not see what the problem is. Surely it is up to the PPC to prove their case. not the other way round.You never know how far you can go until you go too far.0

The judge said they did prove their case by submitting a photograph of my car and registration entering and leaving the car park, then by sending me 3 letters asking for a crime number, which I though I had provided from the police but it was only a log number...0
