You need to find evidence they were alive and keep looking for more and more recent stuff.

If you have knowledge of any address that could be a starting point.
if they owned then land registry
google
social media can also sometimes trigger.
any brothers sisters, husband(s) aunts etc. search for them as well.

If your sister thinks he's innocent of the crimes he's been imprisoned for, and is willing to sweep the lie about his age under the rug (I'm not sure how he managed to pull that one off, unless he has remarkably youthful skin) then the chances are, if his mum is alive she will brush that off too.
I don't think it's really any of your business anyway - maybe his mum isn't really dead and she knows that already. If anything pursuing this further is only going to drive a wedge between you.

Someone once posted a link to a website where you could put someone's name in and it found addresses for you. It wasn't 192.com but it was a similar idea. Unfortunately I can't remember the website or thread.

I understand where you're coming from. We have a relative whose partner was convicted earlier this year of a serious crime and she also believes he's innocent (he's not!). You want to at least build a picture for a relative that her partner is not as she believes. She will probably excuse him or disbelieve you, but it doesn't stop you wanting to try.

he is a lair and criminal whatever you find out about him he will lie his way out of it, your sister will believe him and you will look like the bad person.

Sister - I know your mother is alive you lied to me

Her partner - Yes I am really sorry but she wasn't a good mother to me and hurt me badly I don't like to talk about it so it is much easier to say she is dead than answer any questions that just bring up my dreadful childhood, upsetting me further etc,etc

Cue your sister feeling sorry for her partner and you run the risk of bringing them closer together and her further away for you.
