If he's away for several years that's plenty of time for her to meet someone else or move on, worry about it if she's still waiting for him when he's released.
With all the extra, more serious stuff you've posted since, seems a bit odd that your first concern was finding out if his mum is alive!0 -

If your sister hasn't been bothered about the fact that he's lied about his age and doesn't care if he's been sent to prison for violent crimes, why on earth is she going to care about his lying about his mother's death?0

I would divert your time and energy into spending time with your sister, encouraging her to to take up new hobbies and meet new people (ideally including plenty of pleasant, law-abiding men). Don't mention his name; talk about the fun you're having and opportunities that are out there.

Whether you'll be able to trace her will depend on how much you know about her. Her (current) name, what she looks like, where she lives/lived, for example.0

The only way to find recent deaths is to search the quarterly registers available at large archives/local history libraries or the General Register Office. The online ones don't cover the last few years0

Stick a pin in their toe.
If they shout "ouch" then they're alive!
Joking aside, it all depends how much information you have on them. Do you know their full name? Age? Last Known Address?
With a lot of that info a quick google or look on 192.com will turn up results.
That said, as others have pointed out what are you really hoping to achieve?
If your sister has been manipulated to such an extent that she honestly believes he's innocent of a crime severe enough to see him convicted and sentenced to several years inside then she's not likely to lose that belief over something as minor as him lying about his mum.
All you will do is paint yourself as an 'enemy' and someone for him to try and poison her mind against.
Much better to just not try to undermine or destroy their 'relationship' and just let her discover for herself what a dirtbag he is.0
