To be honest I think I'd try the restaurant first. For all the legal ayes and noes the personal touch often works well. If you approach them in a reasonably friendly manner you may get a result.
I had an issue a bit like this a number of years back - I rang them and said something along the lines of "in the cold light of day that does seem a bit unreasonable" and they quite happily offered me a free bottle of wine which I picked up
I certainly agree with the others about the difference between £28 and £60 but it might save some angst and trouble if you rang them - rather than writing or emailing0 -
