BR's do not have their finances managed
BR's do have bank accounts
BRs are not always BR because they can't manage money - many are the victim of larger companies who in turn don't pay their small suppliers or life events they have no control over (sickness, accidents, death of partners etc)
I don't smoke nor do I booze and your inference is offensive.
I will assume you are elderly with a Victorian view of BR or maybe just a troll. Either way - they no longer have debtors jails or workhouses either

No judgement from me either - sometimes we just find ourselves in situations that overwhelm us; a mere car breakdown or unexpected house bill away from financial difficulty.

I daresay there are other providers offering similar things, but this is the one I have used most myself in the past.
