Remind him he gets 45p a mile for using his car. He'll be off there like a shot.
I know a little bit about CC employees mileage allowances Umkomaas, unless things have changed (which I very much doubt) it depends on whether he uses his own car or has a lease car, I can tell you 45p/mile is cheap!0 -

Johno100 I agree with your comment above, but at this stage I would like to keep him on my side (for now anyhow), things could turn nasty if I think he's not doing his job properly.
I'd be getting your councillor(s) involved at this stage if that is the sort of response you are getting from the council officer.0 -
Re the advertising permission, I have been informed (again via email) by the planning enforcement officer that '........as for the advertisements, there are various regulations and not all advertisements require permission.
Now it may be me being pessimistic but it's looking like my complaint is going nowhere!0 -

Why don't you ask him which signs in his opinion need permission and those that do not.0 -

Maybe this will help:

I've received an email this morning from the planning enforcement officer.
He says....under the town and country planning (General Permitted Development) (England) Order 2015, certain alterations and types of minor changes can be carried out without the need to apply for planning permission. These are called 'permitted development rights'. However, these rights do not override the requirement to apply for other permission, regulation or consent regimes.
As the works are carried out within the permitted development rights, there is no breach of planning control........etc etc case will be closed.
Yours
Blah blah blah.
I'm not at all surprised, I think he is trying to baffle me with the laws regarding planning permission.
What I don't understand is (I quote his letter) ......these rights do not override the requirement to apply for other permission, regulation or consent regimes. I made me emails quite clear I was questioning both planning permission and advertising consent, is there something else I could use to make things difficult for PE and Asda?
I intend to leave it for today and email him again tomorrow to ask what parts of the town and country planning (General Permitted Developement) (England) Order 2015 he is using.
Why are other planning authorities clamping down on this when my own planning department isn't?
Lots of questions still to be answered.
Ok, I'm not the sharpest knife in the drawer, but being an ex-county council employee, I'm aware that whenever they make a mistake they try to baffle the general public with the 'law', or should I say, they did in the department I worked in for over 20 years.
Any further help would be greatly appreciated.
Thanks

Keepitlegal;-
You need to ask specifically about advertising consent for the car park signs; failure to obtain consent is a criminal offence. Perhaps refer them to this article:-

Yep, it's breach of advertising consent, not 'planning' as such.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thank so Coupon-mad. Another email to the enforcement officer, he's going to hate me cos I won't give up.0 -
I can confirm that the signs at the Fleetwood store have been covered up because they contravene the town and country planning (control of advertisements) (England) regulations 2007. I got this straight from the horses mouth.
I'm now waiting on an email from my planning enforcement officer explaining why he thinks there is no contravention and why my complaint should be closed!0
