Also the only email address I could find for company was the customer.service@aldi one. How can I get my complaint passed to the CEO?

Parking Eye are a pain in the !!!!. Hopefully it doesn't come to court even if does I'm hoping mediation is an option before it going straight to court?0 -

We've yet to see an Aldi case, but if you are their first, follow Q's advice.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Dear Mr Hurley,
I am very disappointed with the response I have received from your Parking Management Team in relation to a Parking Charge Notice which I received after shopping at the Aldi store in Bearwood on 28 May 2016.
Please see below my complaint sent to Aldi customer services and the response I have received.
I feel that the response received is very misleading as Parking Eye are agents of Aldi and are instructed to manage their car parks. There is also a contract in place to regulate the agreement. As stated Aldi instruct Parking Eye to prevent abuse of their car parks.
Therefore Aldi are the Principal of Parking Eye. Parking Eye has the authority to cancel a Parking Charge Notice if they are instructed to do so by their Principal, in this case Aldi so I am unable to understand why I am being mislead by the Parking Management Team, as they have stated that this is not possible once Popla is involved.
As Aldi are the Principal they are able to instruct their agent to cease all action right up to the day of court if required.
I understand that Popla have made a decision however they do not consider any mitigating circumstances whatsoever which is unfair as most customers are not able to form legal arguments to present their appeal in a structured and correct way and are unable to afford legal representation. Also Popla do not take into account problems such as a car breaking down or not starting.
Popla are an independent body who decide whether a decision was incorrect or correct in their eyes and cannot force customers to make payment nor can they refer the matter to debt collectors. I have not asked Aldi to interfere with Popla’s decision as Popla cannot actually do anything in relation to the Parking Charge Notice and their decision is not set in stone nor is it binding on motorists.
Popla do not have any powers that instruct the operator that they cannot cancel the charge because they won. Parking Eye can cancel a Parking Charge Notice at any time even before a court hearing and they have previously done so on many occasions, as have many other parking companies. Popla decisions are not binding and the Court does not usually follow these.
Therefore I believe the information I was given by the Parking Management Team is very misleading.
On the 28 May 2016 I was a genuine customer of Aldi and have been for many years. I have never abused the terms of the car park and have never been issued with any Parking Charge Notice. On this date I overstayed by 14 minutes and did not realise this until I received the Parking Charge Notice in the post.
I was not abusing the car park and did not intend to abuse the car park. There was a genuine delay in leaving the car park otherwise I probably would have been able to leave the car park within 10 minutes. Saturdays are very busy at the Bearwood Aldi store and there are always a number of cars leaving and entering therefore it is not possible to leave straight away nor is it possible to enter and get straight into a parking space.
As there are two grace periods stated in the BPA Guidelines, which I have explained in my email below these should both have been taken into account. I believe these together clearly show that I was within the time limits for leaving the car park as there is a few minutes grace period on entering the car park and another 10 minutes leaving the car park. As I had only overstayed by 14 minutes these two grace periods show that I was not in breach of the car park terms.
I have previously seen on Aldi’s Facebook page a gentlemen who had overstayed in the car park by 18 minutes and his Parking Charge Notice was cancelled by Aldi, therefore I am unable to see why my Parking Charge Notice is unable to be cancelled as it is a lesser amount of time.
I am disappointed that Aldi allow companies such as Parking Eye to bully their customers into paying for an invoice which is extortionate and allow Parking Eye to increase the amount to hundreds of pounds should debt collectors get involved.
The debt collectors and “so called” solicitors which later get involved very rarely comply with the Civil Procedure Rules or the Overriding Objective and add substantial amounts of money onto Parking Eye’s invoice to try and get the maximum amount from customers.
I am disappointed Aldi allow this to happen and that it has happened to so many people! Others such as I have complained about this issue many times on Aldi’s Facebook page however it seems Aldi just disregard the comments and allow things to continue.
I along with my family and friends have shopped at Aldi for many years and have never had any problems previously. I have now had to warn others about Parking Eye. I have also seen comments from people which state that they received a Parking Charge Notice for a 3 minutes overstay which clearly falls within the grace period however Parking Eye lie to them and state that they have breached the car park rules.
I have previously always had a great experience at Aldi but on this occasion I am very disappointed that Aldi do not care about keeping their regular customers.
I believe on this occasion Parking Eye should be instructed to cancel the Parking Charge Notice as they clearly are able to do so. I have not abused the terms of the car park and was within the time limits of the 2 grace periods.

I would suggest the above change and would suggest you make the complaint much shorter, more like bullet points, or no-one will read it.
And send this to Jan Wilkins of the BPA, pointing out that she has misunderstood and of course the 'observation period' is in addition to the added 'grace period' to leave, or is she saying that Kelvin Reynolds has it wrong in his clear statement:
