Threatening behaviour is also an offence under the Public Order Act.
That would need witnesses, I had a friend who had a similar thing happen, in the end the only thing they charged the offender with was Criminal Damage.I hate football and do wish people wouldn't keep talking about it like it's the most important thing in the world0 -

There are witnesses.
Hopefully the crime of criminal damage will be recorded and if there's enough evidence a charge for both offences may result.0 -

Why bypass normal procedures? You don't need to see an inspector to report a crime. Best to go through procedure, and physically go to the station and make a written statement. You go to the inspector when nothing happens, not at the beginning.0 -
So I have to report this to my insurer then? I already had someone key my car before, I reported to my insurer but did not claim and my insurance went over £1200+ when it came to renew.
I do have witnesses who work at Tescos and saw the whole thing and also helped getting the number plate. Also was given abuse outside the car wash and I spoke with a guy who worked there and he saw the whole thing. This wasn't some empty Sunday car park it was packed as it is a giant supermarket.0 -

Get the witness details from the witnesses and take them along to the police when they take your statement. Tell them that you'd like it dealt with as a threatening behaviour offence not a driving incident and use the witnesses to back you up on it. You shouldn't have to do the legwork for the police, but take some of the work out of it and they can't blame lack of resources.0 -

If you do they may need a crime ref. So you still should go to the police first.
Personally I would go down the 'criminal damage' route and ask to press charges/make a statement to the affect. The guy should be made to pay for the damage he's caused.
