Was her originally-attempted proof of address (i.e. the "something with her address on" before trying the TSB statement) on the published list of acceptable ones, and, if so, what reason did they give for rejecting it?

Bulgaria is not single ID, so would need to provide two forms of ID, In relation to the bank statement this is sufficient, as long as its dated in the last three months, you can get a preprint from TSB if you need too, other forms of address verification could be a letter from the tax office, confirming tax code, A benefit award letter or confirmation issued by DWP, or a solictors letter, or a tenancy agreement.

Lots of options for ID, I would make sure your girfriend has one of the above before either making an appointment or visiting and showing ID to the help and advice desk along with the letter you have already received as this will have a application code that will need to be entered onto the online form to allow head office to match up the application. ID is photocopied and scanned and sent electronically with the online ID&V form.

This assuming that the account is still open, so you don't need to do this part of the application.

Unfortunately it's meaningless for you to say that this is sufficient because (as per post #7) the published criteria explicitly say it's not sufficient (without transactions) and the branch staff were correctly adhering to these published criteria.

If you have access to some internal documentation that contradicts what's published externally then it would be helpful if you could provide something meaningful for OP to refer to (document title/ref number?) rather than just claiming that the published info is wrong!

At no point in my post did I say the published information is wrong, but you can get a reprint of statement from TSB to be used as address verification.

If there is no transactions in the last three months you keep going back till the statements shows one, then use this to confirm address, or just any of the other items mentioned,

The requirement is for a statement for the LAST three months, not any three months. So going back till the statement shows one is not applicable.

Why don't you just get her to pay 1p in the TSB account then get them to order you a statement if you canot get anything else with her address on?

Does she live with you? You can always ask one of your utilities to add her on, or if she does live with you should she not be listed on the council tax bill?

I think you'll find that that's exactly what you did!

OP said a statement was rejected as address proof specifically because it didn't have transactions, so I pointed out in post #7 that the published criteria state that it needs to have transactions to be acceptable.

You then asserted that lack of transactions didn't matter in post #13 ("In relation to the bank statement this is sufficient, as long as its dated in the last three months") which directly contradicts the published criteria about statements needing to have transactions.

As you'll be aware, front-line bank staff are often criticised on here for lack of knowledge of their employers' products' Ts & Cs but I can't see any reason to get it wrong when the right answer has already been posted a few posts further up a short thread....

Please quote me saying in my post that 'the published information is wrong' actually show me where I mentioned the word wrong?

I didnt!!, I said the statement is sufficient, at no point did I say the published information is wrong, statements are printed with the last transaction even if it is outside of three months, as it the printed on date will be in the last three months.

Some bank accounts don't have transactions on them as they are used to hold interest payments or matured bonds funds as an example, and the OP is in the same position, a printed statement with the last transactions on it, with a running total, printed within the last three months can be accepted as address verification, along with other documents that I have also suggested.
