OK so how did they tell you this, with the course info, what did it say about parking (word for word)?We had to give our reg details and got a ticket to put in the car window when the college was open.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

If the college was delivering training to you then you (or more so your employer) were a customer. As a customer facing organisation you'd expect them to look after their customers.
Have you asked the college to intervene? Maybe your employer could also weigh in to put some gentle pressure on them to get this cancelled.Please note, we are not a legal advice forum. I was parked in college car park but the college had shut down- completely empty.
Assume the site has gone but was this not part of a larger college?

Yes it was a arm of a the main college which they no longer use.

So can I reply to them now with a similar letter as in other threads, saying they have breached protocol etc.. not identified the driver, and not accepting liability?0
