Do you claim any benefits, e.g. Tax credits?

Was thinking the same, if you have a tax credit over-payment, or some other over-payment of benefit, they may be looking into your ability to repay it.

Do you owe any tax at all ?

Have you ever consented to HMRC viewing the data held about you by the CRAs?

HMRC don't offer credit. Isn't it more likely to be an identity check?

Yeah I had a "Hmrc (Cval)" and "Hmrc (Cval Ml)" item show up as "Identification Check" the other day.

I assume it's because I used their online service to get my tax refund.

You need to contact HMRC and demand to know what's going on.

Of course HMRC and many other institutions can help themselves to the CRAs' files about you with or without (usually without) your consent. Things are pretty much open house as far as credit reports are concerned. However, you should still contact HMRC about it.

I will also raise it with Theresa May - why not take it to ECHR as well - whilst I still can ?

Good idea. Don't bother with the ICO. They are useless.
