This is not a credit check and it will NOT be visible to other lenders and will not affect your credit score. HMRC uses credit agencies to check identities and also for tracing defaulters (not suggesting this is the case here).
You do not necessarily have to give your consent for people to view your credit file. There are other grounds for doing so and Government purposes are common ones.0 -

HMRC quote: "HMRC's dedicated staff have cleared all of the cases transferred from Concentrix while striking the right balance in both providing the standards of service that customers rightly expect and bearing down on error and fraud in the tax credits system.

When are the arrogant buffoons at HMRC going to finally realise they don't have any customers! It's bad enough the likes of rail and airline companies referring to passengers as customers, but HMRC - they are just taking the mick!0 -
Did anyone else get any closer to the answer to this? In Jan 2017 after I submitted by self assessment form saw a soft search on my credit file of HMRC CVAL. I don't get tax credits, or benefits - anyone have a view?0

Personal files held by the CRAs are open to a vast array of snoopers. Maybe the Experian rep will come along to list just who can snoop on you without your permission, and why.0 -
CRAs provide a number of services including identity verification and fraud detection. HMRC have used a CRA (Callcredit in this instance) to verify an identity, which will occur for anyone signing up to and using HMRC online services e.g. Self Assessment. This type of service generates a soft search and has no impact on a credit application. The use of this type of service will be covered by the T&Cs of the site.0

HMRC also have shown up on my credit file.. I'm assuming it was as an identity check as I had recently applied for marriage allowance and I was also due a refund.0

Yes if via their portal. HMRC used to have a very archaic process for creating an online account that took weeks to setup as they sent user details details in the post. As they move more services online they are trying to simplify interaction and will use details they have on an individual to verify a person is who they say they are, if they can't then they will use a CRA given the informative held by a CRA.
The other benefit for them (and us) is if they are taking money from people or are giving people money they can use a CRA to verify that an account is actually linked to that person and it isn't something like a prepaid card, preventing fraud (money laundering check). This is why you may see multiple searches on your file related to HMRC.
ID and fraud checks are about validating information that an organisation has on/from you. There are very strict rules on what a CRA can hold about a person (including for how long), what purpose that information can be used for and who can access it (for a purpose).0 -
HMRC will be using the CallValidate product from Callcredit (do a search, as a new user I can't post a link).
Google also use this for setting up Android pay in the UK. I have a CVal (CallValidate) Ml (Money Laundering) search on my Noddle report for when I linked a credit card to my Google account.0
