It could go to sealed bids/best and finals if there is more than one party interested.
However there isn't much point doing this as you haven't sold your house yet.
My guess is that the other buyer is in a similar position. Assuming the seller is ready to sell, then they would accept a similar offer from someone proceedable and this isn't what has happened.
On the other hand if the seller hasn't found anything to buy yet then they may not accept a proceedable offer unless top whack. (And they may never find anything either)0 -

We put in an offer on a property, 3 days later it was declined, along with the information that someone else is going round for a third viewing!

Did you just find the door open at your current house and start living in it? I can't see how anyone can own a house and still be taken aback by the basics of the buying process.0

OP you have a house up for sale. If you get a viewing tomorrow are you going to tell them that no one else is interested and you are desperate to sell? If three people book viewings for next week are you going to tell them all about each other and keep them informed about any offers, second viewings etc arranged? No? Thought not.
I would also add that if you believe half of what an agent tells you I suggest some bedtime reading from the Brothers Grim non fiction.Mr Generous - Landlord for more than 10 years. Generous? - Possibly but sarcastic more likely.0 -

I didn't realise that when i responded to their post either. So essentially any bid from them is wholly theoretical and very unlikely to be accepted except provisionally and even then will be trumped if someone else in a position to buy comes along, even a lesser bid.0
