    This sounds like a dispute about parking on private land. The council aren't going to be interested.
  • I would do the following.
    • Fit net curtains to all your windows so you can observe without being seen.
    • Spend time looking out of these windows at your neighbours' property. Take careful note of their actions, such as going out, coming back, using their car, etc.
    • Tell people you know all about what you have seen your neighbours doing. If necessary, resign from your job to have more time to devote to this.
    • Ask yourself if your neighbours could be criminals. If they could, pay extra attention to what they do.
    • Discuss your views and evidence with the police, traffic wardens, the local council and HMRC.
    • You can usually tell how a property is owned by looking at it. Have you done this? Does the property look like it has a mortgage in it? If so, consider reporting the owner.
    • If challenged by your neighbour, stare and look dim.
    • If anybody visits the property and seems foreign, these could be illegal immigrants or trafficked people. Consider reporting your neighbours.
    • You can usually tell whether a house's occupants are committing benefit fraud: you do this by looking and them and at the house, and usually, you can just tell. If it looks to you like they are committing benefit fraud, consider reporting your neighbours.

    If you do all that, you will be in a good place, I think.
