Neighbour renting rooms to people although their house is not buy to let

Sorry all for being nosey about my neighbour
But this is affecting our drive way as we see many cars parked around our drive way and no place to move.
We thought that their must be guest coming around so we did not bother for many months
But thing started becoming very annoying when cars are left into our drive way
As far as I know this neighbour house is not buy to let as when we asked the builders they told us that none of the houses around are for buy to let

Now we see many people staying in this house and saw an add of this house in one of the not very famous website.

Wondering how to inform the authorities if this is true that the neighbour's house is not buy to let and they have been earning money in cash

I don't have much knowledge about buy to let and about law but As far as I know, Since our house is a mortgage house we are not suppose to rent it to anyone.

I asked my family I was told that may be your neighbour wants extra money in cash.

This neighbour behaviour is also very strange.
They are good with people around and post Christmas cards to us which we were very surprised although we haven't spoken to them.
When we come from somewhere they get so startle that they have to see us through the window. One day it really scared me when they opened their window and peeping out of the window,while we were parking our car.

    You sound like the neighbour from hell! Keep your nose out of other people's business.

    I suspect this is a troll thread as it is an almost copycat of one recently.

    * a builder cannot decide if a property is BTL or not. Only the property owner can decide what to do with their own property.

    * there is nothing wrong with a property owner placing adverts in the papers or on websites.

    * BTL normally refers to a type of mortgage - do you know
    a) if the owner has a mortgage or not?
    b) which mortgage lender?
    c) what type of mortgage?
    I doubt it!

    * If a property is overcrowded, that is a different issue - Environmenta Health at the council might get involved

    * if parking laws are being infringed the police might get involved

    * if your own property/drive is being trespassed on you can take civil action in the courts - though it's difficult

    * if noise is an issue, Environmenta Health at the council might get involved eg here

    I don't think you need to be Buy-to-Let to rent out rooms to lodgers, so long as you also continue to live there.

    Do they live in the house?
    Are they letting out rooms on a short-term basis, e.g. like a B&B?

    It sounds like you are getting your terms confused. Buy to let refers to a type of mortgage, which is none of your business.
    It sounds like you mean it's a HMO (House of Multiple Occupation). If it is being let out as an HMO then your local council may have rules about this, it depends how many rooms there are. Contact the council if you don't think they are licenced properly for an HMO

    I have my suspicions too, but just in case.

    It sounds like your neighbours still live there, so they are doing nothing wrong. They are perfectly within their rights to rent out rooms to lodgers and you need to keep out of it. Concentrate on your own life and let your neighbours get on with theirs.

    They leave cars on your drive?

    How do you know that your neighbours have a mortgage?

    If the owner lives in the property then they are lodgers. That means tge council and his mortgage lender won't care and he's not breaking any rules.

    If people are parking on or blocking your drive have you tried talking to them and then contacting your council's parking enforcement team?

    Three or more lodgers still constitutes an HMO with the additional rules and possible licensing requirements that implies.
