OK so if you want to handle it, send an appeal - online - denying liability and saying you were not driving, but the driver has confirmed the passenger was disabled. If that person has a Blue Badge, enclose a copy of it as evidence and suggest they cancel (they won't, but it looks reasonable and they MIGHT offer to cancel for £15).
And complain to the retailer (or get the driver to complain to the Store Manager) or to the landowner if a retail park with several shops.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

OK, just do as advised above.
That does NOT involve naming the driver, if you prefer to handle the matter and you would prefer to defend it if they try a small claim (i.e. to protect the driver and to make use of the protection effectively offered to keepers, under the POFA 2012 Schedule 4).
OR
If you want the driver to handle it then give their name and address and do not word it as an appeal; instead tell UKPC to write to the driver instead - give that person's name and address - and remind them that you have discharged any liability under the POFA.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I tried to make an appeal online this morning but was unable to as its been passed to a debt collection agency....
If you can't get a landowner cancellation, or you're going to transfer liability to the driver, you'll be receiving debt collector letters - they have no power to do anything but hassle you, nothing else (read the NEWBIES sticky, post #4).
No need to come back here every time you get such a letter (and you'll get quite a few over the first few months), just ignore them.
Come back if you get a Letter Before Action or real court papers - these must not be ignored.
I'm afraid you're on the merry-go-round and unless you pay, or one of the two scenarios above come into play, you can't get off. Sorry, but that's the reality.
UKPC (not the debt collectors) have the remainder of 6 years to pursue this through the courts.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
