I cannot see North West Car Parks Ltd (in full) on either AOS list.
I checked Companies House & could see the above company was dissolved, that's why I asked OP to confirm exact company name and company number if on the ticket which it should be.0 -
The date was 22nd October. And the driver have 28 days to appeal, you're right. I thought it was 14 but thats just the discounted payment period I think. Appeals must be done by post.
I have the exact location of the car park and the driver took a photo of the payment machine saying 'not in use' both when they arrived at the car park and when they left. The photo shows the time, date and location. So all of that is in hand.
I will read the Newbie section before I do anything. Probably for the best, as the drivers freely written appeal is full of sarcasm
Thanks for your help. Sorry to come acroos all whiney, but you know when it seems like one thing after another?! I'm not an entitled parent either, I dont think my 22 month old grants me special privelege. Jsut pointing out how my misery was being compunded on that afternoon!

Im amost 100% certain it is north west carp parks. I dont have the ticket to hand but I remember the abbreviation on the notice was NWCP. And the address on my envelope was the address from the ticket and it says NW Car Park Ltd. I definitely copied that down from the ticket. Postal address is NW Car PArks Ltd (7651695) Unit 10902 P.O Box 4336 Manchester M61 0BW0

Good. So when you send the IPC template you can also add that the P & D machines were out of action, and here is the proof. I suspect however they will just say, you should have gone elsewhere if you couldn't pay. It is therefore up to you whether you want to put the other bit in, especially as you have to word it carefully so you don't say "I" anywhere.I married my cousin. I had to...I don't have a sister.

Given the confusion as to which PPC this is, I'd be tempted to wait to see if a Notice to Keeper comes through.

Also, in case anyone fancies playing with them, their next accounts are due in February 2017. It'd be curious to discover what their returns for that period are, considering they can't claim to be a dormant company if they're being contracted by landowners for parking enforcement and making people pay "fines"...0

So they fully intend to generate funds? That would make sense and re inforces my line of thinking that this machine was 'not in use' at that time because Blackpool were playing at home and the town centre was rammed with no parking available. Call me a cynic but it's a convenient time for a company such as this who happen to be hell bent on 'generating funds'.0
