I'm pretty sure if it had been in water there would be corrosion inside
The phone would have to be exposed to water continuously for "corrosion" to occur and then only the metal parts of course.

An engineer's report stating there is no "corrosion" would be worthless in the face of the water damage indicators, I'm afraid, and therefore a waste of money. That's leaving aside the issue of the seller being abroad and not adhering to British Consumer Law.
