Reading this thread I get the impression that this is highly likely to be at the core of this problem.
Judging by the OP's posts it would seem that English is not their first language (could be the case with the tenant as well as far as we know, which would compound things).
G_M's advice is vital -As a first step, I should go and talk to them.
It is possible that all of this could all be sorted with a face to face meeting.

This is not misunderstanding.
I view them twice the property. They asked me other thing also which as a unfurnished proeprty I said no.
This is one of the negative-understanding of people that landlord can not evict you because society/court thinks if you are homeless.0 -
What about carpet condition?
When I view the property , people complain about one room carpet which I am changing now.
Other room carpet is OK. I will change gradually.0 -

I would get in writing that they are refusing to move in and take up residency of the property.
You may need some legal advice, but it appears tenancy begins with occupation.
You may be able to withdraw the AST if they refuse to move in and pay rent, saving yourself 9 months rent.I do Contracts, all day every day.0 -

Have they actually moved in (and then moved out)?
Or did they never move in?
A tenancy does not begin until the tenant takes up occupation, whatever the contract /tenancy agreement start date is.0 -
Would offering to clean the carpets help?
I suspect they aren't in good condition if you are talking about gradually replacing them.
However, as said, the tenants have seen the place before renting, unless carpets are dangerous (torn) they have no real basis to ask for replacement at all, particularly after moving in.
To be honest, if I had a place with dirty carpets I would get on my hands and knees and clean them even without a shampooer. But not everyone would.0 -
Did you say 'I will replace all the carpet in the room?' which could be taken as 'I will replace the carpet in all rooms' ?0
