I was about to recommend Sleeping Dogs or LA Noir. Then I looked up what the game you mention actually is and it's nothing like them! Lol. Sorry, I can't help - figured I might answer anyway though to stop everyone else giving you these answers XD

I used to love playing that when I was a bit younger, with and against my friend on multiplayer.


I can't really think of anything specific off the top of my head for the 360 but if you google 'RTS Games for Xbox 360' a good list comes up and you may find something there.


I know Future Cop LAPD is more classed as a third person shooter but I specifically recall you being able to create units etc. and set up bases of some kind. So maybe RTS is more what you're looking for.
