Is there not some way they can cross reference the addresses for paye and council tax to detect people who are "off the radar" as far as council tax goes but who are registered for paye?

Each local council deals with the matter differently. Some have pursued suspected 25% CT discount fraud, but most haven't bothered to.

Even under UC (the idea to bring all benefits under one umbrella), Council Tax is not included and is dealt with completely separately and administered by local authorities rather than the DWP.

You can share data if you suspect fraud, but eg the DWP and councils and HMRC don't even share claimant info most of the time and certainly not for the whole population.
Please be polite to OPs and remember this is a site for Claimants and Appellants to seek redress against their bank, ex-boss or retailer. If they wanted morality or the view of the IoD or Bank they'd ask them.

Sometimes the council know that someone is resident but they can’t prove it. If they don't have actual hard evidence that someone is living there they can't do anything.

Thats not to say that they can't get proof though! The old fraud department within councils could use different areas to obtain information.
