Bank of Scotland "LIVE CHAT"

I have just opened a BOS account and when I was opening it - LIVE CHAT popped up - which allowed me to ask a few questions
To start with - I am unable to speak on the phone due to a disability
The bank does not offer any other way of communicating with it, other than by phone or snail mail !
No "secure" messaging
No "email"

I have now some time - trying to get the "LIVE CHAT" to reappear and am unable to do so,,,
I was wondering why ?
