Do you mean for a separate dwelling/house? or just a standard extension

I suggest this figure is a long way under budget. Taking a stab at a small unit of 25 square metres with a build cost of £2000 per square metre makes £50K. To this add VAT - depending on caveats. But this size is tiddly, and to rent out it may need to be far bigger and more expensive. Here it depends on local market forces, coupled with clever design.
As an indication, or example, folks in the London area know what a roof conversion costs, so imagine how much extra it would cost to build a self contained, detached, small annex.0 -
£20k would not be enough for something that big with kitchenette and toilet, no but £50k plus VAT is way over the top.
For instance, take something like this by Pod Space. I've looked at just about every garden office/studio building out there and theirs are by far the highest spec. About £36k including foundations and VAT.

Smaller studios approx 3x4m can be found for £15-20k.

In our area the new footprint of your house including all extensions should not increase the size of the house bymore than 50% of what the footprint of the house was in 1947. Plus there are the normal issues of not overlooking, and keeping the dwelling house in a similar style/standard to the general area. Also, no extensions are allowed past the front walls of the current house, so you can't build in your front garden. You can check your local council's planning rules on their website.0
