Between those times, you either need to have that parking permit, or pay at the machine.
Outside those times, there's no restriction.0 -
But note that the first sign has no timings, so assume that the pay & display operates 24 hours a day in that stretch unless the machine has other timings on it.0

Since the OP doesn't have any Hammersmith and Fulham resident's permit, it doesn't matter which particular sub-area of permit he would need to park in that area.
